Abstract: Records of a Racine, Wis., organization designed to study the community's needs in adult education, to coordinate adult education activities, and to plan new experimental projects. The collection includes general correspondence, minutes of meetings of the Racine board of directors, reports on special problems and institutes, and quarterly reports to the National Fund for Adult Education from the Racine Council and other test cities in a nationwide adult education project. Work in Racine ceased in 1955 when the council was unable to secure needed local financial support.

Abstract: Records of the Racine Chamber of Commerce in Racine, Wisconsin, organized in 1912 as the Racine Commercial Club and known from 1921 to 1952 as the Association of Commerce. Comprised of minutes, budgets, committee records, correspondence, and reference materials, the collection documents efforts to establish a University of Wisconsin campus in Racine, to attract international trade, to improve area transportation, and generally to promote local business interests.

Abstract: Papers of editor Nicholas Burckel and research files of contributing authors for the book, Racine: Growth and Change in a Wisconsin County, a project of the Racine County Bicentennial Liaison Committee. Editor's files include correspondence with contributing authors and others, publicity and promotional materials, information concerning the authors and book's publication, newsclippings and bibliographies, and some records of the sponsoring committee. Research files of contributing authors include correspondence, prepublication comments from outside readers, notes, newsclippings, and actual or photocopied documents. Of note are Lawrence Crumb's extensive notes on churches and their histories; N. Peter Ross's notes on township historic structures and on cemetery occupants; John Buenker's compilation of oral history interviews and transcripts, extensive notes, and collection of Racine labor documents including handbills (1951-1956) and local UAW-CIO unions.

Abstract: Racine County Home and Community Education was founded in 1947 as the Home Demonstration Council, a national women’s program of the University of Wisconsin Extension supported by the United States Department of Agriculture. In 1994, the state withdrew from the national organization to become the Wisconsin Association for Home and Community Education. Membership was open to all interested individuals, but chiefly consisted of women. The collection primarily contains organizational records, activity products, and scrapbooks.

Abstract: Records of the Humane Society and its predecessor, the Humane Relief Society of Racine County (founded in 1935), consisting of correspondence, financial records, membership lists, board minutes, newsclippings, and reports of investigations of the Racine County Humane Agent. Other files document the numbers of animals received and disposed of by the Small Animal Shelter, and bills and statistics kept by veterinarians for their services to the Humane Society. The collection reflects the long-time interest and activities of a founder of the Racine County Humane Society, Ruth Teuscher.

These series include sources that can be used for research on medical history, the history of public assistance agencies, and medical, legal, and social practices related to the treatment of the insane, the aged, and the poor.

Abstract: Rolls showing owner's name, description of property, valuation of lands and improvements as fixed by the Board of Review, general property taxes (school, road, sewer, city, town, county, state, delinquent, highway, drainage, special assessment, personal property), and in later years, income taxes. This is a relatively complete set of tax rolls through 1920. After 1920, only every fifth year has been preserved, except for the city of Racine for which a complete set of rolls for the 1920's was kept and the every-fifth-year practice was begun in 1930.

Abstract: Envelopes used to collect personal history and military service records for every person living in Racine County, Wisconsin who served in any branch of the United States military, primarily in World War II. For some individuals other prior military service is also recorded. Most of the envelopes contain worksheets, newspaper clippings, and photographs of the individuals, most in military uniform. Although the amount of information provided on each envelope varies, the following data is generally completed: name; political subdivision; draft and serial numbers; home address; name, address, and relationship of nearest relative; personal history including date and place of birth; citizenship status; race; marital status; Racine County schools attended; occupation; last employer; date entered service; drafted or enlisted; branch of service; rank on entry; reception center; training camps and schools; date of discharge; place of discharge; remarks; and whether photograph is enclosed or not.

Abstract: Records of the only Wisconsin affiliate of the National Urban Coalition, founded in 1967 to study and act on minority and community problems in the Racine metropolitan area. REC programs in housing, education, employment, and business activities are illustrated in committee files of correspondence, financial records, summary reports, and planning documents; other files consist of general records pertaining to the operation of the Committee, such as minutes, correspondence of the executive director, annual reports, financial records, membership lists, and newsletters; and reference and subject files. Material regarding the National Urban Coalition is fragmentary and mainly consists of printed items.

Abstract: Records of a small manufacturing firm specializing in protective paper packaging for cigars, glass items, eggs, candy, and the like. Incorporated in 1902, the company was owned and operated by descendants of founder Orville L. Parmenter until 1968 when it closed due to declining production and competition from larger companies. The collection consists mainly of corporate financial records and tax returns. Included are a minute book, stock certificate book, order and account book, miscellaneous correspondence, and scattered financial and production records.

Abstract: Reports, primarily of a financial or statistical nature, of the Racine School District. Included are published annual reports of the superintendent to the Racine Board of Education, 1910-1930; audits; budgets; reports to the State Superintendent of Public Instruction, 1920-1967; and files on the construction of individual school buildings. The superintendent's annual reports to the board include statistics on the student population and district income and expenditures, directories of school officials and teachers, statutes, rules, and regulations; lists of high school graduates; and illustrations. The annual reports to the State Superintendent of Public Instruction include descriptive statistics about the district and its student population; reports of receipts and expenditures; and information about the instructional staff, their professional qualifications, and salaries. Early reports submitted to the district superintendent by individual school principals are also included. After 1960 the state superintendent's reports include only the materials used in the preparation of the state reports, but not the final reports themselves. Also included are a few NEA reports and district self-evaluations submitted to the state office. The construction files consist of correspondence and memoranda exchanged with architects, contractors, and prospective bidders for building projects between 1913 and 1922. There are specifications in the files, but no plans or drawings. Additionally, there are reports on two special district studies: one undertaken by the Board of Education itself in 1926 and one conducted by Griffenhagen and Associates in 1933. Also included is a survey of public educational opportunities in the district, conducted by the League of Women Voters of Racine, 1971, and a promotional brochure (undated) for the Prairie School, a private school.

Abstract: Correspondence, memoranda, meeting minutes, reports, studies, statistical information, handbooks and manuals, and other materials documenting administration and implementation of public education in the City of Racine, Wis. Focus of the records is on planning, policy making, program development, and evaluation. The bulk of the records, from 1967 to 1982, reflect upheaval and reexamination of educational concerns with the major topical areas of desegregation, busing, litigation, alternative and magnet schools, bilingual education, flexible scheduling, school dropouts, gifted student programs, Headstart, special education, teacher contract disputes involving the Racine Education Association (the teachers' union), and administrative personnel issues. The Racine school district received national attention during the 1960's and 1970's due to its voluntary efforts to desegregate its schools.

Abstract: Student registers from the Lorenzo Janes School showing attendance and grades, 1872-1918. Some also show teachers names and principal. The Old Fourth Ward School was built in the winter of 1855-56. It was enlarged sometime between 1895 and 1897 and the name was changed to Lorenzo Janes School. Lorenzo Janes was a prominent figure from New England who helped pioneer Racine.

Abstract: Records of an association of radio stations, networks, and sales representatives founded in 1951 as the Broadcast Advertising Bureau, Inc., to promote the use of radio as an advertising medium. In addition, there are by-laws, minutes of an early membership meeting, and a report on operations in 1951.

Abstract: Background and situation reports and national press surveys, 1966-1974, from the Area Research Departments and audience studies, 1965-1976, from the Audience and Public Opinion Department prepared for the use of Radio Free Europe's editors and policy staff. The two types of reports are arranged chronologically and are preceded by periodic indexes to the Area Departments' reports. These indexes consist of monthly and quarterly summaries by nation concerned and quarterly chronological and subject lists. The miscellany includes some early promotional material.

Elected in 1976 for a single term, she served in the 1977 and 1979 sessions of the Legislature. Files include information on natural resources, environmental issues, the state budget, and welfare. The collection contains subject and resource files, outgoing correspondence, and standard publicity photographs.

Abstract: This collection contains the records of a former publicist and member of the Milwaukee Board of School Directors. The papers mainly consist of correspondence and reports regarding Lorraine Radtke's career with the School Board and its various committees, such as the Special Committee on Equality of Educational Opportunity and the Committee on Instruction. These records also include a study, conducted by Radtke, examining the attitudes of teachers in the Milwaukee Public School System. Of interest are the materials relating to the segregation and integration of the schools. A small portion of the records reflect Radtke's other occupations and private life, including personal correspondence. The collection also contains newspaper clippings, fliers, and programs for the 1947 and 1948 season of Music Under the Stars sponsored by the Milwaukee County Park Commission.

Abstract: Legal declarations by water, electric, and other public utility companies surrendering their franchises in exchange for indeterminate permits, pursuant to chapters 499 and 578, Laws of Wisconsin, 1907. The files also include statements from street and interurban railway companies electing not to accept indeterminate permits, but continue to operate under their existing franchises, pursuant to chapter 442, section 2, Laws of Wisconsin, 1919. Accepting an indeterminate permit constituted implied consent on the part of the utility company to the future purchase of its property by the municipality in which the major part of the utility was situated. Box 1, folder 1 contains a docket book showing date of filing, utility name, and location.

Abstract: Working papers of the Railroad Commissioner's office relating to an investigation of railway companies concerning possible violations of Wisconsin laws through discriminatory rates, illegal deductions, and earnings not reported leading to understatement of income and consequent underpayment of taxes. The railway companies investigated were the Chicago, Milwaukee and St. Paul; Chicago, St. Paul, Minneapolis and Omaha; Chicago and Northwestern; and the Wisconsin Central. The papers consist entirely of presentations of figures of deductions from freight and passenger earnings, vouchers, car switching, car mileage, recapitulations, demurrage, mileage paid car companies, switching collections, and gross freight earnings. Also included is a printed report of Commissioner John W. Thomas, July 6, 1906.

The speeches explain the purpose of the Commission, the advantages to the utilities and to the public, and the methods of regulation obtained through the use of uniform accounting systems and the control of utility rates and securities issues.

Abstract: Collection contains over 600 pieces of original artwork, as well as correspondence and news clippings, of a sports cartoonist for the Milwaukee Journal and Milwaukee Sentinel newspapers. Many of the original artworks contain drawings of several individuals. Most of the drawings date from the mid 1950s to mid 1970s. Some of the stars portrayed are Hank Aaron, Ernie Banks, Liz Blackbourn, Ty Cobb, Dizzy Dean, Mike Ditka, George Halas, Vince Lombardi, Eddie Mathews, Mickey Mantle, "Red" Schoendienst, Babe Ruth, Warren Spahn, Bart Starr, and Johnny Unitas. Rainovic drew fourteen images of Hank Aaron, more than any other sports star in the collection. Most of Rainovic's team drawings concern the Milwaukee Braves and their opponents. Other sports documented in the collection include auto racing, basketball, bowling, boxing, football, golf, hockey, horse racing, polo, skating, skiing, tennis, and track and field. Most of these sports are represented by less than twenty images. The collection also includes a full run (1975-1980) of The Diamond Report, a national quarterly baseball publication which Rainovic edited and published, and his correspondence as a freelance caricaturist and writer. The collection is indexed in a database which contains the names of each person named and depicted in the drawings.

Abstract: Records documenting the growth of sentiment for more direct control of the International Brotherhood of Pulp, Sulphite, and Paper Mill Workers by its members, of the 1961 formation of the Rank and File Movement for Democratic Action, and of the withdrawal of many west coast leaders from the International and its Pacific Coast Pulp and Paper Mill Employees Association to form the Association of Western Pulp and Paper Workers. Constituting the files of Burt Wells, secretary-treasurer of both the Rank and File Movement and the Association of Western Pulp and Paper Workers. The collection includes correspondence, minutes, financial reports, press releases and newsletters, and other records. Abstract: Papers of Rayna Rapp, leader of the now defunct reproductive freedom organization CARASA (Committee for Abortion Rights and Against Sterilization Abuse). The majority of the files are records of the organization and consist of subject files, research committee files and project files for the Trade Union Project (known as “Women’s Rights in the Workplace and the Home”) an educational outreach program funded by the New York Council on the Humanities. The materials document Rapp’s leadership in CARASA and the organization’s focus on intersectional feminist activism.

Abstract: Papers of Rasmussen, a Danish immigrant to Wisconsin in 1847, who settled in the Town of New Denmark in Brown County and served in Company G, 14th Wisconsin Volunteer Infantry in 1864-65. The bulk of the collection is composed of Rasmussen's diaries, 1857-1911. Entries describe his farming activities, Civil War service, and local community events. The collection also includes some of his personal financial accounts, 1856-1876, manuscript histories of the Town of New Denmark and its Scandinavian settlers, minutes of the Evangelical Christian Society of New Denmark, 1871-1897, and minutes of the New Denmark Home Guard, 1876-1883.

Abstract: Papers of Paul and Elizabeth Raushenbush, a husband and wife team of economists who were important in the drafting and enactment of the Wisconsin Unemployment Compensation law. In addition, Paul Raushenbush was head of the Wisconsin Unemployment Division from 1934 to 1967 and Elizabeth Brandeis Raushenbush was a professor of economics at the University of Wisconsin and a leader in the League of Women Voters. Included are his general correspondence, speeches and writings (including an edited oral history published as Our U.C. Story) and unemployment compensation materials (1932-1934) not related to administration of the Wisconsin Unemployment Division. Her papers document teaching at the University of Wisconsin, activities in the League of Women Voters (especially its Wisconsin Tax Study Committee) and the American Federation of Teachers Local 223, extensive public speaking and writing on labor-related topics, and service on various state and federal study committees.

Abstract: Papers and photographs pertaining to Rose Ray and her husband Fred Ray, Milwaukee, Wisconsin residents who both served in the Army during World War II. The collection has been organized into materials pertaining to each person. The majority of manuscripts and photographs document Rose's service. Rose (maiden name Jrolf) enlisted in the Women's Army Auxiliary Corps in 1943 and received training at Daytona Beach, Florida. After training, Rose was first transferred to Nebraska and then quickly promoted to Mess Sergeant at Sedalia Army Air Field, Missouri (present day Whiteman Air Force Base). While at Sedalia, Rose successfully organized a feuding kitchen staff into a working unit. Manuscripts include service records, certificates, a diary, postcards, ephemeral military items, and WAC memorabilia. Also included are interesting items documenting her time at Sedalia, which include menus from kitchen staff parties, a humorous list of rules for the mess hall, recipes for Christmas cookies, and a poem written by a soldier about the kitchen staff. Photographs include those from training at Daytona Beach, images of the Sedalia kitchen staff and parties, and posing with friends and relatives. There are also images of Rose posing in uniform and also photographs from her military wedding to Fred Ray. Also included are images sent to Rose by fellow soldiers who were training at other bases. Fred Ray, originally from Covington, Virginia, enlisted in the Army in 1939. He was assigned to the Quartermaster Corps and stationed at Albrook Army Airfield in the Panama Canal Zone. Fred was transferred to Sedalia in 1944, where he met Rose. Manuscripts include service records, certificates, identification cards, a newspaper clipping from Sedalia about the bowling team, and menus from holiday meals while in Panama. Photographs include a large collection of recreational activities from his time in Panama. Images show soldiers relaxing, swimming, and also kayaking and canoeing. The photograph collection also includes images of various unidentified soldiers and sailors who were apparently friends with Fred. One interesting image shows two soldiers sitting in the cockpit of a downed German plane.
