The collection documents the history and implementation of W-2 including its precursor programs Pay for Performance (PFP) and Work Not Welfare (WNW).
Medford Cooperative Creamery Co. (Wis.)	Title: Medford Cooperative Creamery Co. Records, 1915-1965 Quantity: 4.0 c.f. (4 record center cartons) Call Number: Eau Claire Mss BC Abstract: Records of a Medford, Wis., cooperative incorporated for the purpose of manufacturing butter, powdered dried milk, and other milk products, which merged with Consolidated Badger Cooperative, Shawano, in 1962. The collection includes annual reports to the Secretary of State, annual financial reports, articles of incorporation, by-laws, minutes, tax records, a few land and legal records, and daybooks recording amounts paid for milk and cream to individual members. There are very few letters, personnel records, or production records.

(4 archives boxes) Call Number: Mss 504 Abstract: Subject files of the San Francisco Chapter of MCHR, an organization dedicated to providing quality health care in the community. The records reveal the Committee's interest in free clinics; community control of health institutions; drug abuse programs; occupational safety and health; and the health needs of women, prisoners, and minorities. MCHR has also been active in anti-Vietnam war work and in promotion of a national health care plan. The subject files consist of printed material and newspaper clippings, but few organizational records are present.

(9 archives boxes) Call Number: La Crosse Mss CN Abstract: Subject files, mainly 1987-1992, of a pro-life Catholic Democrat from La Crosse who served in the Wisconsin Assembly from 1977 to 1992. Included are legislative drafts and notes; background information and clippings; and correspondence exchanged with constituents, special interest groups, and other legislators. Major correspondents include physicians from the Gundersen Clinic, legislators Brian Rude and Virgil Roberts, Barbara Lyons of Wisconsin Citizens Concerned for Life, and representatives of the La Crosse Area Alliance for the Mentally Ill. The best documented topics include abortion, adoption, alcohol, child care, gambling, the Hmong, mental illness, and topics of local La Crosse interest. A few files relate to the adoption activities of Representative Stephen Leopold of Milwaukee.

Correspondence include family letters and exchanges with Wisconsin political figures Jeremiah Rusk and Elisha Keyes. Also included is a biography of Henry Cousins of Eau Claire, and a pamphlet concerning an 1870 railroad celebration at Eau Claire.

(3 archives boxes) and 5 reels of microfilm (35mm) Call Number: Mss 533; Micro 797 Abstract: Research material gathered by August Meier and Elliott Rudwick, two history professors at Kent State University, for their history of the Congress of Racial Equality. From the national CORE offices are photocopies or transcriptions of minutes, proceedings, and reports of meetings of the National Action Council, the steering committee, and CORE's annual convention; financial reports; and copies of revised constitutions. Four reels of microfilm contain records of the Seattle Chapter of CORE, 1961-1969, including extensive files on housing, employment, education, and local conventions and workshops. An additional reel of microfilm contains material from the Bancroft Library consisting of miscellaneous national, California, and other chapter papers and newsletters.

Meiklejohn, Alexander, 1872-1964	Title: Alexander Meiklejohn Papers, 1880-1969 Quantity: 28.0 c.f. (69 archives boxes) Call Number: Mss 64 Abstract: Papers of noted educator and civil libertarian Alexander Meiklejohn. The papers consist of private and professional correspondence, writings, and subject files, and cover nearly the full range of his activities and interests. The correspondence, which is chiefly incoming, includes letters from many important individuals in education and law, and representatives of the American Civil Liberties Union (of which he was a founder) and the Emergency Civil Liberties Committee. There are also letters from many former students, including a number of students of the Experimental College. Meiklejohn's speeches, articles, papers, and books are represented by manuscript drafts, notes, reviews, and clippings. The general subject files consist of notes, clippings, and printed material on a variety of topics of interest to him. Among them are loyalty oaths and academic freedom, the ACLU, and the House Un-American Activities Committee.

Interviewees discuss story generation, relations with sources such as the CIA and embassy contacts, communication with editors, and their philosophy of journalism. Most interviews are accompanied by a typed or handwritten index to the interview.

Entries in the justice dockets are in English, but many entries in the other volumes are in German. The collection includes translations of the German language correspondence, written mostly by Meissner, to family, friends, and business acquaintances in Germany.

Consisting primarily of correspondence, speeches, and autobiographical writings, the collection best documents Mellum's youth in Chicago, his military service, and his professional and civic activities. Also included is a tape-recorded 1961 interview about his life, a scrapbook commemorating his 75th birthday in 1951, and photographs from his career. The collection includes information on the Morgan Park Military Academy, Chicago, from which Mellum graduated in 1892 and whose alumni association he later headed; his service in the Santiago campaign in Cuba in 1898; organization of the Kenosha Provisional Battalion (First Separate Battalion, Wisconsin State Guard Reserve) which he served as Major, 1917-1920, and his subsequent years in the Wisconsin National Guard; activities on behalf of vocational rehabilitation including serving as president of the Wisconsin Association for the Disabled, 1926-1931; membership on the Wisconsin advisory committees on workmen's compensation and unemployment compensation, 1920-1951; and numerous speeches delivered for the National Association of Manufacturers, Kenosha organizations, and other groups.

Background information about the applicant includes age; birthplace; residence; marital status; occupation; nature of illness; patient disposition; prior treatment; habits; injuries; military service; and parents' nationality, religious beliefs, and education. A few miscellaneous records provide information on applicants who were not admitted to the state hospital.

(3 archives boxes and 4 volumes) Call Number: Dunn Series 80 Abstract: Miscellaneous financial records of the Menomonie city schools, including the Stout Manual Training Schools. Included are general accounting and early teacher payroll records, building fund records, record of contributions of J.H. Stout to the school fund, and a separate account book for expenditures for manual training, 1891-1901. There is a good deal of material which relates to the financial establishment and continued operation of the Stout Manual Training Schools including cost information for manual training and domestic science operations. Until 1927, the account ledgers include separate account categories for manual training and domestic science. Also included is information regarding expenses incurred from the 1897 fire which destroyed Central School and the Stout Manual Training building.
Menomonie (Wis.). Clerk	Title: Menomonie (Wis.). Clerk: Clerk's Papers, 1882-1963 Quantity: 3.8 c.f. (10 archives boxes) Call Number: Dunn Series 8 Abstract: Letters, notices, and reports to the City Clerk, City Council, and Mayor from state agencies, city departments, and citizens. Correspondence with the State Board of Health, the Railroad and Public Service Commission, and the Industrial Commission relates to sewer and water system construction, highways, municipal employees, and utility regulation. Material from city departments includes communications from the Police and Fire Commission, appointments to various city offices and boards, and, for the earlier years, applications for relief, materials concerning the city hospital and reports of the municipal judge. Reports of the Fire Insurance Rating Bureau detail the operations of the city water, police, and fire departments. Petitions and letters from individuals, the Chamber of Commerce, churches, unions, and other organizations provide information about ordinances, public improvements, nuisances, conditions of public employment, and similar matters.
Mercedes, Joseph, 1888-1966	Title: Joseph Mercedes Papers, 1898-1964 Quantity: 0.8 c.f. (1 archives box and 1 flat box), 604 photographs, 6 transparencies, 3 drawings, 117 pieces of ephemera, and 13 booklets Call Number: Mss 895; PH 2624; PH 2625; PH 3055; PH 3056 Abstract: Papers of Joseph Mercedes, a Chicago-born vaudeville entertainer and later, a promoter of the Wisconsin tourist trade. The collection documents the success of his musical mind-reading act which he performed with Helene Clement (stage name “Mlle. Stantone”) whom he married in 1918. After a stage accident crippled Mrs. Mercedes' hand, the couple moved permanently to their summer home in Minocqua, Wis. where in 1931 Mr. Mercedes organized the Heart O' the Lakes Association, later called the Wisconsin Tourist Bureau, with offices in Rhinelander, Wisconsin and Chicago, Illinois. The papers include biographical information; personal and business correspondence; clippings and publicity materials concerning the vaudeville act; miscellaneous ephemera and business papers relating to the Wisconsin Tourist Bureau; clippings concerning Mr. Mercedes' creation of the “Circus Sideshow of the Nineteenth Century” at the Circus World Museum in Baraboo, Wisconsin; and photographs and ephemera. The photographs and ephemera document Mercedes' interests and work including his early career as a vaudeville performer in a mental telepathy act.

In particular she had continued correspondence with Morino Hiroaki and a prominent Tokyo landscape designer, Shimoyama Shigemaro. Also included are programs of her art exhibitions (1926-1980), photographs of art work and personal life (undated), and a scrapbook that documents the recognition she received in newspapers (1925-1962). The programs of her exhibitions and the scrapbook are of primary importance because they document her life as an artist.

Included are correspondence and subject files on many issues with which Merkel was prominently involved including opposition to abortion, usurpation of local authority by state government, aid to private schools, taxation, anti-war demonstrations on the University of Wisconsin-Madison campus, and welfare costs. There are also extensive files pertaining to Merkel's efforts in behalf of fiscal conservatism on the Joint Committee on Finance as well as his work on the Assembly Select Committee on Inner City Problems and the Joint Committee to Visit State Properties. The collection also includes files on a number of initiatives supported by the John Birch Society of which Merkel was a member such as opposition to sex education in public schools and U.S. membership in the United Nations. Among these are Destry Rides Again (1959), The Entertainer (1958), Fanny (1954), Look Back in Anger (1957), The Matchmaker (1955), and Romanoff and Juliet (1957). Seven boxes of the collection are comprised entirely of scripts for plays, motion pictures, musicals, and adaptations of novels and stories which were submitted for production by various authors.
Merrick, George Byron, 1841-1931	Title: George Byron Merrick Papers, 1838-1934 Quantity: 7.8 c.f. Merrick, a Wisconsin journalist, historian, genealogist, and officer of the Wisconsin Grand Army of the Republic. The majority of the collection concerns his interest in steamboating which derived from personal experiences on the upper Mississippi River from 1854 to 1862. Included is a manuscript of his book Old Times on the Upper Mississippi; indexed scrapbooks of research correspondence and clippings about Mississippi River ports, individual steamboats, and steamboat men; scrapbooks and draft pages for his newspaper column “Steamboats and Steamboat Men”; and advertising and original bills of lading of steamboats dating from the 1850s. There are also card files which consist of an alphabetical index of boats and officers. The general papers touch on Merrick's career in journalism and transportation and include family correspondence and contacts with political figures. A letter book, 1894-1897, relates chiefly to genealogy but also contains several letters in regard to the congressional campaign of 1896 in Wisconsin. Subject files include additional correspondence for his history of the Merrick-Mirick-Myrick family; correspondence and reports accumulated as clerk of the First Congregational Church of Madison, 1838-1905; and records of the 30th Wisconsin Infantry Association of which Merrick was secretary. Other Civil War papers include scattered documents pertaining to the 5th Wisconsin, the 25th Wisconsin, and other Wisconsin regiments; miscellaneous general orders from the Army of the Potomac; and correspondence from Wisconsin and Minnesota politicians. There is also a scrapbook about Samuel Clemens and correspondence regarding an unauthenticated Twain manuscript. The photographs consist of family portraits and images of Hoboken, a summer cottage on Lake Monona, 1858-1925. Additional photographs collected by Merrick have been separated to the Riverboat binders in the Archives Reading Room.

The correspondence relates to the sale of real estate, agency work for property owners, collections, commissions, land speculation at Trinidad, Colorado, and operations of fifteen subsidiary land companies, such as Milwaukee Central Land Company and Crown Land Company. Several volumes relate to the Phoenix Suspender Company of which Frank was an assignee.

Meyer, a native of Wisconsin who had a distinguished career as a professor at the University of Wisconsin, as a member of the Wisconsin Railroad Commission and the Interstate Commerce Commission, and as an author of books and articles relating to government regulation of public carriers, especially railroads. The collection includes correspondence concerning the relationship of government and business, the advancement of education, and university administration. Also included are diaries and memoranda of his teaching in Wisconsin district schools in the 1880s, of a trip he made as a graduate student to Berlin, Germany, and of visits to Eastern universities; his notes and reports of student days at the U.W.; meteorological observations; certificates; and texts and notes of many of his speeches. Account books, business papers, an autobiography, and genealogical notes on the Meyer family are also included.

Meyer's work in animal management since the 1970s. The collection contains Meyer's correspondence with zoos and other animal businesses regarding his work as a consultant, animal trainer, and animal care-giver. His business enterprise, Jo-Don Farms, Inc., located in Franksville, Wisconsin, was the focal point of his involvement in the exotic animal business. The collection also contains Meyer's general files regarding elephant and animal management, including a substantial newsclippings file about elephants. The collection also documents the emergence of Elephant Management, an organization dedicated to promoting the elephant species through a unique advantageous breeding program.

Walter Thompson Co. in 1916, and Kimberly-Clark for which he served as account manager while with the Charles F.W. Nichols Co., 1920-1923.
