Abstract: Legislative papers of a Republican from Green Bay who served in the House of Representatives, 1944-1972, and who was ranking minority member of the Ways and Means Committee from 1963 to 1972. Included in the collection are correspondence, memoranda, legislative records, public relations, grants and projects files, Ways and Means Committee files, pressure mail, and personal and political files. Almost half of the collection consists of alphabetically-arranged general correspondence. Prominent correspondents include Mark Catlin, Glenn Davis, Gerald R. Ford, Harold V. Froehlich, Frank Graass, Charles Halleck, Charles T. Hanaway, Harvey Higley, Hubert Humphrey, Lyndon B. Johnson, Robert Kastenmeier, Warren Knowles, Reuben LaFave, Melvin Laird, Jerris Leonard, Gerald Lorge, Myron Lotto, Joseph R. McCarthy, Philleo Nash, Richard M. Files on Byrnes' work on the Ways and Means Committee which do not comprise official committee records, include extensive information files, constituent correspondence, and numerous memos from committee counsel William H. Quealy. Information on his work in behalf of the district is well documented in grants and projects files. Here may be found correspondence, memoranda, reports, clippings, and press releases on various federally-subsidized construction projects in the district. Personal files are not personal in the strict sense. Included are political and campaign files and information kept in his office for ready access. The political files include correspondence with district, state, and national Republican organizations and with prominent state leaders such as Thomas E. Coleman, Frank P. Cornelison, Louis J. Fellenz, Warren P. Knowles, Walter J. Kohler, Philip F. Kuehn, Joseph R. McCarthy, Talbot Peterson, Cyrus L. Philipp, and Wilbur Renk. Campaign files are complete for all elections except 1950 and include correspondence, memoranda, advertising, reports, plans, issue books, and clippings. Public relations materials include correspondence on contacts with the media and mailings, together with speeches and drafts, newsletters, radio scripts, recordings, and press releases. Photographs, films, and video tapes, almost all of which were used for publicity purposes, are also included.
