Papers of the Wisconsin Association for Supervision and Curriculum Development (WASCD), organized under the State Superintendent of Public Instruction to promote general improvement in instruction and supervision. Consists of articles of incorporation, financial records, correspondence, meeting minutes, pamphlets and newsletters, member lists, and conference materials. The collection includes information on the merger of this organization with the Wisconsin Association of County Supervising Teachers (WACST) in 1957 and copies of the constitution and bylaws. Part of the collection is composed of papers, 1927-1938, of the Wisconsin Conference of Grade Supervisors, which was dissolved in 1948 when WASCD was established. English

Biography/History
In its constitution, Wisconsin provided for supervision of education. This task was assigned to the State Superintendent of Public Instruction. With the rapid growth of schools, the Superintendent found it impossible to supervise the schools properly, and so, in 1891, two school inspectors were appointed to assist him in inspecting and supervising the state graded and high schools. Later, supervising teachers were appointed for the elementary schools. Through annual conferences, the elementary supervisors of the Department met with the supervising teachers. The objective of the conferences was to provide for the dissemination of information to help supervisory teachers.
In December 1927, a conference of the grade supervisors was held at Fond du Lac. At this meeting a reorganization of the group was completed and it became known as the Wisconsin Conference of Grade Supervisors. Plans for further conferences were adopted. It was decided to meet annually as the guest of a grade supervisor, to devote one day to the observation of classes in her school system and then meet the next day for roundtable discussion. Throughout the year, the group would keep in contact with the whole by means of program and idea exchanges. In 1930, the group began meeting with other educational groups at the Schoolmen's Week--an annual meeting of supervisors and administrators which the State Superintendent was obliged by law to call each year. Thereafter, it became permanent policy for the Supervisory group to hold its annual meeting during Schoolmen's Week. In 1938, it was proposed that a state organization, affiliated with the National Education Association, be formed for those interested in supervisory problems. The proposal failed to pass at that time, but in 1948, the Wisconsin Conference of Grade Supervisors was dissolved with the establishment of the Wisconsin Association for Supervision and Curriculum Development.
In 1948, the Wisconsin Association for Supervision and Curriculum Development began operating as an affiliate of the National Education Association. The object of the association was to provide for the general improvement of instruction and supervision and for the promotion of teacher growth. In 1949, it was suggested that the group be made a department of the Wisconsin Education Association or that it fuse with the Wisconsin Association for County Supervising Teachers. Almost another decade passed, before this latter suggestion became a reality; meanwhile, both groups maintained similar educational philosophy, purposes, and goals; participated jointly in educational activities; and showed a duplication of membership, officers, and activities which dissipated energies, time, and money. On May 6, 1958, a constitution and by-laws were adopted providing for the merger of the two groups under the name of the “Wisconsin Association for Supervision and Curriculum Development.”
This association was affiliated with the Wisconsin Education Association and the Association of Supervision and Curriculum Development of the National Education Association of the United States. The objectives of the association were the general improvement of instruction and supervision; more particularly, the promotion of teacher growth in three major areas: the area of wholesome emotional and mental development, the area of socio-economic understanding and adjustment, and the area of professional competence. Any person with a major interest in the field of supervision, curriculum development, administration, or classroom teaching could become a member of the association upon payment of dues. The entire group was divided into six geographical sections, each of which held one or more professional gatherings within the year.
