The Milwaukee Common Council created Business Improvement District No. 2 in 1988. The
Historic Third Ward Association was contracted to provide administrative support. Also in
1988, the Common Council created Tax Incremental District No. 11 to acquire and distribute
taxes within the BID for a streetscape project and the construction of a new parking
garage.
