The Petition of Timothy Hall and 57 other citizens of Hartford, praying for the passage of a law compelling the Railroads of this state to pay their Farm Mortgage indebtedness, 1862 March 12 : Levy a tax on the original farm mortgage indebtedness of the different railroads within Wisconsin for the purposes of establishing a Sinking Fund to be used for the relief of investors in improvement work; means to protect citizens against fraudulent operations of railroad corporations.
