Thomson Papers, 1941-197419.4 cubic feet (17 records center cartons and 7 archives boxes), 6 tape recordings, and 8 films Included in this manuscript collection are speeches, press and publicity files, and congressional correspondence, bill files, and case files documenting Thomson's career as attorney general, governor, and member of the United States House of Representatives. The speeches concern Thomson's years as attorney general and governor; the press files concern his years as governor and in Congress and consist of newsletters, films, and press and radio releases. The bill files particularly concern legislation introduced or co-sponsored by Thomson especially bills concerning tariffs for shoes, dairy and agricultural products, and lead and zinc and for benefits for Mexican border veterans. There is also material on his support of the presidential campaign of Robert Taft in 1952. Much of the collection, however, is incomplete. This is particularly true for Thomson's years as attorney general for which the only documentation in the collection are speech files. Unfortunately, this omission is not corrected by official files from the Justice Department within the State Archives; for the Thomson period, the Archives has received only case files and no correspondence of the attorney general. The collection also contains almost no documentation on Thomson's years of legislative leadership in the Assembly. One box of ASSEMBLYMAN'S MISCELLANEOUS PAPERS contains correspondence concerning legislation Thomson introduced in 1945 to control gambling and a folder of clippings about the highway building program which he introduced in 1941. The SPEECHES section is of considerable interest because Thomson was acknowledged as an excellent public speaker, although he reportedly preferred speaking off-the-cuff. Included are reading copies and occasional drafts, related correspondence, and some background material, dating from 1951 through 1958. The speeches are numbered as they were in Thomson's office and arranged into two chronological series: gubernatorial and pre-gubernatorial speeches. A listing of all speeches and dates in numerical order is included in the first folder. There are no congressional speeches in the collection. However, the Society Library holds the Congressional Record which, together with its index, may be used to study his floor remarks. Among the speeches in this section the extensive background material on his support of Robert Taft in the 1952 presidential campaign and on his 1958 message to the Legislature are of special interest. Thomson's three legislative messages are also available on audio tape. PRESS AND PUBLICITY is divided by type of material. Included are gubernatorial and congressional newsletters, congressional press releases and scripts for radio releases, and a small amount of campaign publicity. On film are several appearances which Thomson made on Report from the Governor. Thomson's CONGRESSIONAL PAPERS are divided into four categories: files on bills introduced or co-sponsored by Thomson, constituent correspondence, case files, and project files. Together these files constitute 15 cubic feet of the collection. It seems likely that they represent only a small portion of the congressional papers that once existed. There are, for example, no working files on legislation introduced by other congressmen, nor are there any of the general issue files which often comprise a large part of a congressman's papers. There is also very little correspondence with other legislators or political leaders. Finally, there are no political or campaign files, nor are there any biographical scrapbooks. Thus, Thomson's congressional papers are most useful for research concerning constituent attitudes and opinions and for examination of those issues with which Thomson was prominently identified. The bill files are arranged by legislative session and by bill number. There are no files pertaining to the 1961-1962 session. Topics which are well documented include his bills concerning tariffs for shoes, dairy and agricultural products, and lead and zinc and for benefits for Mexican border veterans. The constituent correspondence is also arranged by session, although it dates from 1961 through 1974. For the first session, individual files are arranged alphabetically by subject. For subsequent sessions, the correspondence is filed alphabetically by the name of the committee that was considering particular legislation. Most of this correspondence comes from people in Thomson's district. A substantial amount of it was of a highly orchestrated nature and multiple copies of form letters (both in and outgoing) have been weeded. The final box in the collection consists of case files arranged alphabetically by government agency. These files cover only the agencies beginning with the letters C through T and they date only from the 1968-1970 period. The project files consist of correspondence concerning planning and funding for various federally-supported projects within the Third Congressional District. Most extensive are the files on Thomson's longtime involvement in the Kickapoo Dam and the designation of the Lower St. Croix as a wild river. One additional carton of routine office records, 1961-1970, such as bills for stationery and telephone service was discarded at the time of accessioning.

Part 2 (Series 15): Governor's General Correspondence, 1956-1958 19.0 cubic feet (19 records center cartons) : This series comprises the bulk of Thomson's correspondence during his tenure as governor of Wisconsin (1957-1958). The series is arranged as it was in Thomson's office as an alphabetical subject file with the files arranged first into broad general categories and then subdivided into more detailed subjects. Within these categories researchers will find material of many different kinds. While there are many letters concerning policy and issues from legislators, leaders in politics and business, and departmental administrators, one can also find extensive correspondence from ordinary citizens concerning various problems with state government and copies of replies drafted for the governor by agency personnel. Such files are most extensive for the Department of Public Welfare, the Department of Motor Vehicles, and for a category entitled legal problems. Administrative files concerning speaking engagements, invitations, requests, etc. have been extensively weeded to remove routine material. There is little of a personal or political nature in the series, although there are many letters from citizens concerning the vacancy created by the death of Senator Joseph R. McCarthy and some material on Thomson's support of Robert Taft in 1952. Topics which are particularly well documented include the economic development of the state, highway safety, conservation and the environment, the state budget and the prospect of a sales tax, and the St. Lawrence Seaway and Wisconsin's participation in the Great Lakes Compact Commission.
